We're talking about a character who also has a hobby of cross-dressing to flirt with men. CROSS-DRESSING.

And then he drugs whoever he successfully has pulled into the bedroom with and either offs them, steals precious information... or just takes their money and RUNS!

He's really ambiguous, and knows it; why would he use it to his advantage?! Messing with people's heads is part of his job, it's too boring to be a straight-forward drug-smuggling Navy-bashing pirate!
