However since most of the council's loyal high ranking Vissers died in the battles on the Andalite Homeworld, there was a slow power shift. Now the Council doesn't have enough power to impose Kandrona starvation just for host sympathizing, and the people have a stronger voice in the matter.
There are still extremists who think of other species as mere property, and others who think infestation is wrong, but the general view is similar to the rebels or Yeerk Peace Movement, though not always as passive as the YPM.
One of the major reasons the Yeerks won is because Ax killed V3 in book 8. Or Tobias kept V3 from getting to the safety of the river. This made big changes to the future.
