You know, we could circumvent all of this by just having an unspoken agreement that somebody gives karma to anyone who makes a new topic.

Well then starting a thread could potentially give the starter an untold amount of Karma! Unless they want to add that to the staff's already extensive task list; I think it would kind of get out of hand.
