You can apply now if you want. You have alot of freedom in character creation. Feel free to make up a race or group or location.

No. They all go in the RTJ. Also there are no other worlds. You can make up a species or place on the world that exists thugh.

The other threads are just lists.

Yes you can. You can post in your Request Access. Copy and paste the Character format and fill it out. If you make up a group or race please describe it. That goes for locations as well.
