yeah, I think falcon is on the right track. Because remember V3 says something like "Oh it's nice to meet you," in the invasion, but clearly he already knew about Elfangor, unless we're sticking with "The Ellimist Did It" as a catch-all answer for any discrepancy in the series.
I go off topic on purpose.

Maybe someone already said this in other words ...didn't read all the posts.
well i have thought of this before
1) He is a War prince and maybe they are allowed to carry Escafill devices.
2) He knew beforehand he was going to use it because Ellimist told him. BUT as usual the Ellimist is not clear on things so Elfangor starts carrying the thing with him all the time to have it available when he does need it.
3) The Ellimist told him he was going to use it in that specific battle . But not wanting to do that he decides to use the matrix instead and change the past only to end up where the Ellimist wanted him to be in the first place.
4) Elfangor was smuggling technology so he had that with him. (most likely not true but who knows XD I like to think of Elfangor as a nice guy that follows the law than again he did use the Escafil device XD)

The Ellimist may not have given him his morphing power back when he restored him to his andalite body.

I always just decided that this was the reason. >__> 'Cause... the Animorphs have morphed while exhausted, unconcious, delirious, decapitated... him being too tired to morph but having enough energy to explain an entire intergalactic war doesn't compute to me. >=

Shark's reason may be valid as well.

Actually, the Animorphs Demorph to heal injuries.  We are asking Elfangor to Morph, which is the opposite action.  It could be that morphing is harder than demorphing.
