There are many things the "suspicion" could be referring to.
The Helmacrons' suspicion of other species - they sound a little like xenophobes.
The Helmacrons' society, which is suspicious because it doesn't make any sense.
Them being tiny - I saw in a thesaurus that suspicion can mean tiny.
US being suspicious of why the book doesn't have a better title.
Or it could mean suspicious as in "suspects." For example, the Helmacrons are suspects in the murder case.

You get what I mean.

I was just thinking about this today. A lot of these titles can be used for other books too, and I think some would work better if they were given those titles instead. For example; while the Discovery's title is appropriate, because David did discover the Escafil Device, I thought that #49 should have been called the Discovery, not the Diversion. I mean, really. The Yeerks finally DISCOVER that their mortal enemies are HUMANS, so you'd think...You know...Yea...

Whom did the Helmacrons murder, besides their captains?
