I was rereading Visser, and the Council of Thirteen was described as wearing robes.  But if the Council doesn't know much about Earth and none of the other species known to the Yeerks wear clothing, how did they come up with the concept of wearing clothing?

I think it's more of a ceremonial clothing than for warmth or anything like that.

Judging from the fifth book, it seems Horks wear armor. Even though I don't think it's mentioned thereafter.

Hork-Bajir wore armbands to signify which Visser they belonged to, or if they were elite guard.

Maybe they knew about other species that weren't mentioned, and one of those species had clothing.  That's the only thing I can think of.

If I'm remembering this correctly, the main explanation that was given for the council for wearing robes was that they needed to disguise their true identities, even from the Yeerk Vissers, in case of betrayal and assassinations. I believe this was told in the Visser Chronicles during the trial scenes.

Other than that, I don't think the Yeerks particularly cared for uniforms or clothing for their controllers. The only thing they got close to for uniforms was, as Phoenix said above, the armbands which were used to signify which Hork-Bajir guards belonged to which Visser.

Come to think of it, it would've been a smart move for the Yeerks to have the Hork-bajirs plated with some kind of armor, especially in the Yeerk Pool, when they were likely stationed incase of an attack.

then why not just not have a hologram in the first place? why can't it just be an audio conversation?

Audio conversation isn't very intimidating, makes it look like they're too scared to reveal themselves.

Yeah, maybe...though if you think about it, these are just their hosts' identities they're concealing, not their own (not that that makes much difference).

edit:  I was going to say something about switching hosts to keep people guessing, but I realized that wouldn't work. xD

I'm fairly sure that any sort of switching of hosts for a council member was a big no-no. Think about it: The hosts in these positions most likely would've ended up knowing many Yeerk secrets as the Council Yeerks went about their business. Those hosts could not be easily given up or exchanged because they'd be a liability to the security of the Yeerk Empire. If they (the hosts) ever fell into another ambitious Yeerk's hands (so to speak) then many things could be exploited from the inside. All of the secrets that the council Yeerk member was a part of would be a part of the host's memories also, so it'd just be too much of a security risk.

If I had to guess, I'd say that if a council member truly did want to change a host for the sake of their identity being compromised, then they would have to kill off their previous host as well, which I'm assuming is the last thing that the Yeerks wanted to do when they were constantly invading for more and more hosts for their species.

Switching hosts would only work if they did it with each other, and kept no secrets within the group. Of course, the Emporer would keep some things to him/herself. And since host switching would be mainly used to keep the emporer alive, it would be impractible.

Unless the hosts's memory was erased every time they made the switch. Not sure if Yeerks have that tech, but Andalites do in AC Chronicles.
