EDIT #2: Wow. That was really substantial. To play devil's advocate, you could sort of justify Tobias' actions by assuming he truly believed that you couldn't change the timeline by going into the past, and would doom everyone if he didn't make the choices he did. Sort of how Darth Vader is evil but honestly thought he was being the good person. It may be selfish to damn everything on the planet for the reason to "normalize" the timeline, but then again, to go off what Marco says, it's all about survival.
Still, it's been established the present can be changed by modifying the past. So wow. Genocide.
