The answer is almost always no. If someone's been permanently banned, there's a very good reason for it. They can always contact Richard.

Well, my son, with the username Darth Zakryn, is the one who wants to come back. He's kind of confused as to why he was banned, so I'd like to clear that up too and find out why. I suppose I'll contact Richard.
