Underwater Dracon Beams

Ok in #36 we see Dracon beams firing underwater. How is this POSSIBLE? Heat dissipates underwater, doesn't it? And fire certainly cannot be started underwater. This makes absolutely no sense and seems more like magic alien ray beams that true science. Ideas?

Heat dissipates at a finite speed, and we have no idea what the operating mechanism of Dracon beams are anyway.  However, H.B.C. does provide us the tidbit that they risk murdering their users if fired in a heavy fog (!?!?), so that does raise an interesting point.

I don't know enough about how water effects laser beams to give an opinion on this. I would assume the range would be short, and the ensuing bubbles and such from the shot would obscure vision too much for it to be practical.

We can assume they would be less effective, but clearly they still function. Perhaps they already modified them for use in water.
