I have a question about human morphs, what is the reason for the fact that Tobias, The Visser, and Ax (to name a few) can't use thought-speak when they are in human morph? Is there a specific reason for this or is it just something that has been overlooked by the author?

If there is any mention in the books, saying that they can't, then it's a KASU. It is as how you've already said: human morphs for anyone (Ax, V3, Tobias, and the others Anis) are just like other morphs where they are able to use thought-speak.

They should be able to. It's just like any other morph where the morpher's mind goes to Z-Space and controls the body from there. I assume Ax doesn't do it because he likes to make mouth sounds. the others I don't know why.

it was a mistake, in later books ax and tobias both do use it.

It never said they couldn't. Ax used thought-speak while human in #35. Visser Three most likely didn't use it while human because he always wants to make himself known to everyone around him.
When did Tobias use it? I don't remember that.

He never seemed like one for private thought-speech though. When he gave orders and such, everyone could hear it.

Tobias thought-speaks while in human morph in #47 and, I believe, #49.

in *8, ax says he cant thoughtspeak becuz he is in human form. but thats a KASU. just wanted to say that he did mention it

In #8 The Alien, it says Ax can`t thought-speak while in human morph. That is a KASU. In later books, Ax does thought-speak in human morph.
