i could understand the animorphs not being to thought speak while human, but why is it that andalites who morphed human couldnt thought speak either? it it had something to do with speach, then shouldnt they not have been able to thought speak while in parrot morph?

Well, parrots don't actually speak, they mimic. They can be taught to say really interesitng things, but the parrot itself doesn't know what it's saying.
I'm guessing that all species of life would have the ability to utilize thought-speak, they simply haven't reached the level of evolution that allows themt o access that aprt of their brain. So, Andalites are evovled enoguh to use it as the main form of communication, while humans still ahve to use our mouths.
As for when in morph...it's possible that the morphing process allows the brain of the morphed animal to utilize that area of communication. I don't know how it would work, though. Perhaps morphing technology works using nano-technology.

Couldn't Ax thought-speak in human morph in #35 during the restaurant scene?
I also remember Tobias thought-speaking to Jake in #47 when they approached the campers.

Yeah, I think when Ax couldn't thought-speak in book 8, that was just a KASU.

i seem to recall it being an issue more than once... dont remember them ever being able to do it in morph, ill have to go back and check.

I don't think that's the case. In the Ellimist Chronicles, it's shown that during his time with the Andalites he had given them that ability to increase their chances at developing a complex society. Prior to that, it was said that the Andalites communicated with a form of hand signals/sign language.

No, what I'm saying is that everything has a part of their brain that allows for thought-speak, but we don't have the gene or whatever that allows us to access it. So It's basically vestigal.
The Andalites still would have had that part of the brain even while they used sign-language, but they too wouldn't have the gene that accesses it.
Also, I'm pretty sure that everybody can hear thought speak, just not speak in it.

Andalites can use thought-speak while in human morph. It's just a morph for them. It's the same reason that the Animorphs can speak it when they morph Hork-Bajir.

The Ellimist Chronicles made it pretty clear that Toomin gave them thoughtspeak this makes sense as thoughtspeak seems unlikely to evolve naturally.
And as for the whole 'evolutionary levels' that is just not how genetics work.

More likely thoughtspeak is the genetic equivalent of blue eyes: every single blue eyed human on the planet is descended from one person living near the black sea.

Since Andalites got their thoughtspeak from Toomin all thoughtspeaking Andalites are his descendents. This raises amazing possibilities for fanfiction and i will use this concept in my adaptation of Korean Pearl's Elemaki....You heard it first from me.
