Tobias is described as a "red-tailed hawk", yet in the pictures of Tobias on the covers of the books he narrates, his tail does not appear to be at all red!

And, yeah, it probably is a red-tailed hawk, they're just not always bright blood-red. Don't forget, it's art, no photos generally, plus the angles/lighting wouldn't always be right to see it.
The kid's models changing is probably more of a noticeable thing.

Are you referring to his hair being sometimes blond and sometimes dark?

No, all the models for the kids changed at one point (or two, can't remember). Maybe not Cassie. It's been too long.

I heard they moved on and went to college by the end.

That might be it, they all looked a little young for college though.

Yeah the hawk on the covers are in fact red-tails but like said before the angle of the tail it's hard to see that it is red.
And yeah the models moved away to go to college and they had to get new ones, though I think the classy dark hair fit him more then the blonde did, to me it takes away alittle from the character when I thought of him having blonde hair.

A) Why does it matter either way?
and B) The books describe him as being blonde.

B) The first few books describe him as being blonde, the rest describe him as a dirty blonde, after the cover model for book 3 showed up and was a dirty blonde. KA adapted her writing to what the model was after that.

Actually, an ornithologist friend of mine once saw the cover of #3 and informed me that it was a Harris hawk. :P
Don't know about the other Tobias books, though.

According to my very not-professional Google image searches of both the Harris Hawk and the Red-tailed Hawk, the bird on book 3 is most definitely a Red-tail. A few of the covers have birds that are more difficult to discern, at least to me.
While we're on the subject of the Harris Hawk: know how the Animorphs were always worried about being seen flying together, but was unwilling to give up their raptor morphs since bird watchers who were also Controllers might freak out? The Harris Hawk hunts in packs. It wouldn't be at all unusual to see eight or ten of them hanging out together.

A) the books say he had blond hair
B) book 3 had multiple versions printed, all with different covers
C) even if the cover of book 3 isn't how he looks thats still how I picture the hawk form of him
D) and human form also
E) I actually think the best picture of the hawk form of him, as described in the books, is on the inner cover of the first ever printed version of book 23, with everything correct except the feet.
